here are the specs:

9 rings on the rear hub so it's an 18 speed.
The standover height is 28 inches.
The vertical tube height is 16 inches and the top tube length is 18in. This would be to where each tube butts to the cross-tube.
As you can see in the photos the frame welds are double-butted.
