Strange places for bike racks

We found another dumb bike rack too, but no photos of it today

but wait, if that WAS for skateboards, how did they get UP the path? or if it was for skateboards, how did they get down those steps? I am SOOO confused.

maybe it was for mtbs. Or clutzes like me who fall and tumble down the stairs and need something at the bottom to stop them rolling into the street.

That's sure looks like a barrier to me. The area looks pretty darn inviting for for stunts.

And that bottom rail on the barrier is far too high for bikes - at least for rakes I've seen.
