To be honest I thought that was odd because I walk at 3.8-3.9 mph. I thought maybe slower would help not to go out of breath, I will admit, it sure felt weird.

If you walk at 3.8-3.9, you can RUN at 4.5 probably. But do what feels best.
I know I walk at 4.6-5.0 on the treadmill. But the 5.0 is when I'm really working my speed walking form. Otherwise, I typically do 4.6-4.7 walking.
Running, I do 6.0-6.6. BUT I have been running for awhile.
Do what works for you! Don't underestimate your abilities though.
