Not. They probably mean 4130 cro-mo steel alloy. Actually, 4130 was rather low in carbon IIRC. That Raleigh is definitely not carbon as we know carbon today. I certainly couldn't find any carbon Raleighs in any 70's catalogs.
Who knows if this is an intentional misrepresentation or just misinformation?

You can tell it's a steel frame just by looking at it. Note the thin frame tubes. Hard to tell, but it seems lugged too.

A 1975 Raleigh Record came with a steel cottered crankset. It could be replaced with an alloy cotterless crankset if you want to put money into it. If not, check carefully that there's no play in the crank arms or bottom bracket. Expect it to weigh 30-32 lb as is.

BTW, $135 was about full price in 1975 (ignoring inflation).
