Running pants are often somewhat tapered and would probably work for what you want. Though, they're still clearly athletic wear in appearance. I had some great fleece pants with stretchy breathable side panels that I pretty much wore to death doing everything from hiking to biking to snowshoeing in them.
I'm now in love with the Craft Storm pants, which are very "pant-like" in a weatherproof/fleecy kind of way. Fairly fitted through the calves so they don't snag on the bicycle, but they still manage to appear almost like a boot-cut fit. (I have a previous year's model that has a lot less of the white flashy piping.) I really like wearing them when i bike commute to school.
