I think he spent his puppyhood in too small cage or pen and had to stand on wire judging by his dysplastic paws.

There was recently a big bust of a puppy mill in Virginia as related here in The Washington Post
Many of the dogs had never set foot outside their cages and some didn't know how to eat or drink from bowls, they had been trough fed.
