I voted yes because I really dislike the jerseys riding up when I am riding, and because I am bent forward in racing positions, not in a more upright position, this happens.
I also wear tee shirts when riding the flats in front of my house (to save wear and tear on my cycling jerseys) as a recovery ride, and I dislike the way tees flap about.

either way for me...but the elastic can be annoying sometimes
