I've always lubed the cleats. Usually before each (or at least every other) ride.
I can definately tell a difference if it's been awhile since I last lubed. Can unclip and clip in much easier if they've been recently lubed.

You have to get a grease injector, remove the little allen screw opposite the axle, and squirt grease in there.
Oil is good, grease is better.
