You might need to take some links out of the chain if it's actually loose in the small-small combination (which you really shouldn't be using anyway). But if you need all that chainlength to reach the big-big combination, then the derailleur is not appropriate for your gearing.

All my bikes have thick stickers over the potential contact area on the chainstay. I dunno what they are called (skins?) but I'm sure you can find them somewhere. I have gray ones and a clear one. So, after you get your derailleur adjusted you could ask the LBS what they have. I like my clear one, because it doesn't interfere with the beautiful paint! (but the gray ones don't show the grease, it's a trade off, but with a beauty like an Atlantis I'd go for the clear. Just my two cents...
)
