When you're really going and warmed up, it doesn't take *that* much insulation. This from a wet PNW rider, 30-low 40s mornings, 20 mi round trip... Took about 2 mi to warm up but I wore regular socks, boots (I am *not* going to get stuck in that slushy snowy cr*p in thin little biking shoes, and *not* going to clip in where it's slippery or icy...) lycra shorts, thin, lightly insulated running pants, rain pants, nike dri-fit shirt, poly vest and waterproof/breatheable jacket... then neoprene gloves and windstopper beanie under-helmet for good measure.
rain and snow are inevitable factors. It's up to us to adapt.
