AG, you devious creature, this is driving me nutz. I'm now scouring Google for the answer.

Here's what I've found ...

An old CNNSI site lists the stats of the members of the cycling team participating in the Sydney Olymics, which included Armstrong, Hincapie, and Hamilton (Bobby J didn't go to the Sydney Olympics). Those stats list the various teams these 3 were on previously.

I'm figuring that photo was from somewhere in the early - to - mid 1990's

- World Road Cycling Champion 1990-91, 1993-94, 1998

Well well well. Seems that Lance and George were on many of the same teams in the early-mid 90's, but Tyler wasn't on any of the teams that both George and Lance were on.

Unless this photo is from 1998. But wasn't Lance just returning from his cancer therapy in 1998?? So I'm not sure he would have looked like that. And I would think by 1998 someone would have clued George in about the hair

So, assuming that AG's photo was from early-mid '90s, and that the photo was of one of the teams listed in these stats, and that the stats are correct - all big if's - then the guy at the end is not Tyler.

So now I'm looking up Bobby J's stats to see if I can narrrow it down some more. Hey, check out this 1998 article I stumbled across about Bobby and Kevin L's Cofidis days !

OK, from all this hunting & pecking, I'm thinking this photo is of the US National Team from 1991 or 1992 (I think Julich was at least on the 1991 team). So, who else was on that team in 1991?
