My partner has neoprene booties and finds them great.
At the moment I just use plastic bags over my socks inside my shoes - they cut out vthe wind chill factor, and keep my feet relatively warm (though not dry) even in cold rain.

I have Terry botties (neoprene type) and really like them (I've tried the plastic bag method and the booties are definitely superior). My feet are roughly size 7 and the smalls work for me.
