We have a local shop called "Toys in Babeland" - I''ll let you all figure out what they sell...., they did a window display on much the same lines one spring.

I think it's a rain cover for the seat tube. And how well it'd work as one, too! Still.... I can only imagine how it'd look to stick that in your messenger bag and have it pressed up against the side of the canvas.
Don't think they're the type to care, tho. =)
