My BF bought me a totally gorgeous jersey, but it's a men's cut, and I'm kinda curvy. It's loose through the chest, but then it rides up from my hips and bunches up to my waist. I was thinking about just dealing with the looseness, but snipping the elastic in the waist. What do you think?
you should remove the elastic, but don't just snip it. Ideally , you can have it hemmed to a better length, but a lot of times the elastic is just too tight. It could be reshaped too... any decent alterationist with a serger can do this.

I think most purchased jerseys are too long, men's or women's.
