On the headtube -- that's the tube on the front of the bike that connects the top tube and the down tube.

Headbadges used to be art. We've got a box of beautiful ones at the bike shop where I work that were removed from retired bikes. Now most are made of plastic or aluminum. Rivendell still has pretty headbadges as do some custom builders.
