Not as likely to get ingrowns from waxing than shaving. Waxing means a whole new hair will grow, like normal, and come out with a tapered end. Shaving leaves a non-tapered, sharp end which has a harder time "finding its way out".

Exfoliating can help avoid ingrowns whether you wax or shave. (If you wax, wait a few days before exfoliating.)
