Hi Tascha. Welcome aboard. I haven't changed my profile pic in ages, but it looks like you want to go up to "Forum Actions" in the row of links at the top of the page (where it says Forum Home, New Posts, Private Messages, etc). Under Forum Actions, choose Edit Profile. Then you should see a link to edit the profile picture on the left. Though I'm not actually sure where the "profile picture" referred to by that link shows up. The small picture next to my username is actually the avatar, which can be added or changed via the Edit Avatar link, which you access the same way you get to the Edit Profile Picture link.
