I think you could wear it over any top that allows for heat and moisture transfer. On the moto, I wear it over my top (as often a cotton T-shirt as anything else) but under my back protector.
But since it covers your torso, you could just as easily wear it over just a sports bra - and maybe one of those sun protecting boleros either over or under.
