Sure, I agree that's always going to be a problem...But that doesn't mean it's not worth even bothering.

This particular girl *wasn't* driving illegally. She was allowed to keep her license after numerous incidents and a proven record of illegal and irresponsible behavior.

Who knows if having her license revoked would've been a deterrent to her? Maybe so, maybe not...but it would certainly add another punishable crime to this situation and may have prevented it altogether.
