It's a teapot bell. I was on dealextreme.com looking to see if they had a tripod mount for handlebars and saw the teapot bells...

Scar also has LED lights that will be installed on his wheels that flash in various patterns, but I haven't tried that yet.

I will have to commute at night just to be able to see that.
