I think the key is the consistency thing. I check body fat and then I check the water %. If the water % changed a lot, then I think I would question the body fat number. But, since it doesn't, I don't worry about it. I don't actually believe that my body fat is exactly what the scale says it is. I just think it took a guess and if it thinks it needs to adjust the guess at some point, that's what I look for. I want it to go down, of course!
