I ordered this for my commute and gave it a test run this morning. It wasn't really raining so much as it was misty. So it didn't get a true test of fire.

But based on what I did observe, it will keep you dry. It has thumb loops on the front. This morning I actually looped them over my brake levers. To hold down the back it has loops for your legs. I am thinking about trying a caribiner through those and atttaching that to my saddle rails or rack. The hood will not go over your helmet, but I don't really consider that an issue. So the helmet goes on top.

The main disadvantage is that I can't easily keep track of my gearing. Since it covers every thing from bars to tush, if I lose track of which ring I'm in I have to wing it.

Overall, I would say it will keep me dry at least to my knees, maybe even mid calf (I do have fenders). And the price is right.
