I am 5'4" and used to ride a 53cm Burley and now have a 46cm Surly Cross Check. The Cross check has a slightly larger standover and the same Top Tube length. As you can see, there is no standardization, and just because someone else is the same height, they may have short legs and long arms, and you may be the opposite. Everyone is different.
