Doesn't the cork tape have a two sided tape down the middle on one side? If not, I guess you could try a thin layer of rubber cement on the bar not on the tape. Let it mostly dry out then apply the tape. I don't know if this would work or not... I've used synthetic tape from Cinelli and few others but they all had a sticky double sided tape on one side.

She is talking about cork handgrips, not cork bar tape. But yes, the cork tape does have a line of adhesive running down the middle- no need for glue, except maybe at some little troublesome stubborn edge or corner somewhere.
