No panties is the norm. Bike shorts are designed to be worn that way, and panties get in the way of the chamois pad's job of wicking moisture away from your body. Some women disagree with "the norm". Nanci favors wearing undies under bike shorts, and the woman definitely knows a thing or two about biking. She's done centuries (100 mile rides) and brevets (200-600 Km) that way. Check her previous posts for the counter argument.
I think no undies works for most people, but in the end you have to do what works for you.
