What I commented in the other thread - what I've actually said several times here before. NYC traffic is a thing unto itself. Those people ARE following the rules - it's just a different set of unwritten rules than the rest of the USA has. The only thing unusual about that video - as I felt and as a couple of the New Yorkers here have confirmed - is that the motorized traffic is remarkably light and well-behaved.
Every place has unwritten traffic rules. New York's just seem "more different" to those of us from calmer places.
