Welcome to TE!
I'm not sure about spinning DVDs but I'm sure other ladies on here might have some ideas for you. The DVDs that most of us are familiar with are the Spinervals DVDs which most of us use on our regular bikes mounted on an indoor trainer. You should Google and check out Spinervals as they have a lot of other workouts and DVDs.
Music is kinda difficult because everyone likes something different. I personally like the techno mixes from DJ Steve Boy that are free. Just Google 'podrunner.' Women's Health magazine also has a playlist of music with different beats per minute you might be interested in.
I am in DC too and there are many of us in the DC Metro area. You can find us in the Mid-Atlantic section if ever need be. You are lucky in the regard that the DC area is actually conducive to bike riding even though you would not necessarily think that is so. There are tons of bike shops, bike organizations, and bike trails in the area. I was out this Saturday on the trail trying to get my friend out to get her heart rate up a bit and there were cyclists galore. Whenever you are ready for riding outside you have plenty available at your disposal. Welcome to our little world!

I have this vision of myself flying through the air, or getting hit by a car thats not paying attention. But as I think about it, there are some good pedestrian bike routes that I could do. I live in the washington DC area so I just really need to get on the circuit to know where I can go that is car free. On that note, what would be a good outdoor cycle to get? My budget would be under $1200.
