So many of the shoe covers and made for the road shoe and don't fit well over touring/sneaker type shoes with SPD cleats. Whats a good shoe cover for that type of shoe?

2010 Specialized Sirrus Comp (XS)
2010 daVinci Global Venture
I got these Louis Garneaus and they fit great over my bulky, sneaker-like Shimano commuter shoes with SPD cleats. I sized UP - got an XL to fit over my size 44 shoes. Works like a champ!
2007 Seven ID8 - Bontrager InForm
2003 Klein Palomino - Terry Firefly (?)
2010 Seven Cafe Racer - Bontrager InForm
2008 Cervelo P2C - Adamo Prologue Saddle
I've heard good stuff about the XLC's, too. Maybe next year.

I have the Sugoi Resister Toe Covers. They only come in one size but they fit beautifully over my Vasque hiking shoes that I use with my BMX pedals.
I have yet have had a chance to USE thembut they slip on quite easily and they leave a little room.
I use Sidetrak neoprene booties

over a pair of Shimano SPD commuting shoes.
I got my booties at a yard sale for $1. They did have a seam that I had to repair.
Good things come from yard sales.
