I'm leaping here assuming that you're riding clipless? you might try several things: moving your clips around on your shoes - don't be surprised if your cleats are different for each foot. You might also try different insoles: I ride with running insoles in my biking shoes. The other thing I do is flex and splay my foot while riding to make sure the toes are moving around in the shoes. Oh - and make sure you aren't pushing down really hard on the front of the stroke - I always have to tell myself "light feet"!
