The fabric is very wind and weather resistant while being breathable. It has a cozy fleecy nap on the inside (although the pile is very low and I wouldn't call them "fleece lined").
In general, I love Sugoi.
+2 for Sugoi tights (and shorts for that matter). Nice fit, good material. I have a pair of Midzeros that I like for running. Great fit and material.
I wear their cheapest tight, the Helix, for cycling. Even though they're made of a thinner material, they work really well for me over either shorts or knickers in cold weather. I've worn much more expensive tights with less success.
