I'm one of those gals. I'm only 5'5", but have the short legs, long torso combo. Cannodale is longer, Sugoi, there's one Terry jersey that pretty long. I decided at the time I didn't like the side mesh panels, so didn't get it. It's in this link (Velocity)...

I don't think I have ever specifically seen an ad for "talls". I have some other ladies fit specifics, but not that. TE is usually pretty good that if the jersey runs really big or smaller than normal, they note it in the item description page.
As chatted about in these links, some gals do mens. The problem I have with mens is one of two things: 1) my hips are too curvy if the jersey comes down long enough, too tight; 2) the waistline is too big and baggy, too much wind drag... curves from the curvy hip to a smaller waist.
Sometimes I have considered altering tops (if you know anyone who sews). I think for my description, a larger sized jersey to get the length, but princess cut seams and no gripper hem. That way the length material is there, the seams are easier to fit in to lessen wind drag, and no gripper to get out of proportion with the waist going in. Just a thought if you find something you're in love with... a tweek on the sewing machine might make it perfect.
Gore & Castelli both run longer in the torso (esp Gore).
I also have a Demarchi winter jersey that is quite long. It was cheap at performancebut has a full zip.
