Those Enell bras without underwire stop almost all movement, but are too tight to wear on the bike for me. I do find that it makes running possible
Try freshpair.com and search for sports bras then size. It will give you some options, including a couple of 32F's. You don't need as much support to bike as you do to run. I find that regular underwire bras are often ok for biking. Enough support and if you buy them on sale, it really doesn't matter if they don't last forever.
