Make sure the straps are comfortable and hold the bag tight to the body with weight in the bag. If you're still in the NW I guess it goes without saying that the material should be good at keeping things dry.
I liked what I saw at both Gregg's Cycle and REI in Seattle when I was up there. I'd go there and see what they have and how they feel.
I use two Chrome bags. One for work commutes and a few things from the farmers market to take home and another one for grocery trips when I need a couple days of food or staples. I especially like how Chrome designed the feel of their straps with heavier loads both on and off the bike.
