Yes, that's a quill type stem. Threaded headsets use quill stems.

You'll need to figure out what size you need: Measure the diameter where the limit lines are. If it is 7/8 inch, then you need a "1 inch" stem. If it measures 1 inch, then you need a "1 1/8 inch stem". That probably makes no sense to you! The strange nomenclature is because the sizing here is based on the outside diameter of your fork's steerer tube. The stem goes inside the steerer and thus has to be smaller.
You'll also need to know the diameter of your handlebars (25.4mm, 26.0mm, etc.) , and how tall and how long of a stem you need.



Is this a low-end bike thing or something that was done 12 years ago (that's how old the bike is) or what? And what do I need to get to replace this with something taller? I am woefully ignorant on proper terminology, so I apologize in advance for not having a clue what I am talking about here 
Can someone please tell me if I have the parts correct? If I want to replace this, how do I go about doing it? Thanks!
