I do agree, though, that the sport could use more of a focused governing body like other sports have. It needs the sponsorship, publicity and money to attract the athletes and maybe we'd see more cycling events on TV.

I'd rather see him use his cash and clout to promote cycling in the US. Create his own league and his own race, Tour de Lance.
It already has all that in Europe, so I presume you mean in the US it needs these things? Perhaps, but it's been tried before with mixed success. Southland Corp (7-11 stores) sponsored a team in the TdF and was very active in the sport in the 80s. I never understood why USPS was a sponsor...I mean, they certainly didn't get much out of it, especially in Europe.
He could start the Lance League and they could ride the Tour de Tejas.
