craft tights

I think I am interested in the craft storm tights. Does anyone own them and can tell me about the fit of them? Are they the sort of tight that can be layered under normal pants? Or are they sort of tight as in tight pant?

Meant to be the outside layer. Wear them over a padded short or a pair of long johns if you need even more warmth.
