With your crankarms parallel to the ground and your foot in the forward pedal, can you turn your handlebars lock to lock without the front tire (or fender, if you have fenders) contacting your foot? If not, that's toe overlap.

Thanks, I am totally not sure, i will have to test it and see when I am hopefully back out on my bike tomorrow or Wednesday.
It's one of the reasons why small frames were put on 650c wheels. Easier to design geometry to avoid toe overlap.
