Dog packs as panniers for folder bike

Ok, this might be a strange question.

How does one take dog packs and convert them to panniers for a folding bike? Has anyone ever done this? Am I crazy for thinking like this?

What do you do with the part that goes around the front of the dog? Do you cut it off or try to find a pair that does not have that attachment.

I am just brainstorming other options to have something that might work and is a little bit more afforadable too.

    Thankyou for your help.

No idea about the dog panniers. I have a set of inexpensive panniers that I use on my folding bike. They are real bike panniers, not dog panniers. Why the dog panniers--do you already have a set lying around?
