I just recently heard how this got started. One Christmas a department store put an ad in the newspaper with a Santa progress hotline number listed - but they misprinted the phone number and it just happened to be the number for Norad. As they started to receive hundreds of phone calls from expectant children wanting to know how Santa was doing they decided rather than try to explain that the number was wrong over and over again they would just roll with it. They had so much fun with it that they decided to keep going.
