GIMP is free, although I don't know about batch editing. However, Picasa will do all that and batch stuff, too. Resizing is a little weird in Picasa but the indexing is super helpful, I use it in concert with GIMP.

What do you use for photo editing?
The base tools must include cropping, rotating, resizing, tone/light/exposure/saturation and colour adjustments, plus normal thumbnail previews to manage /edit a bunch in batches.

I use Paint Shop Pro. It's not as expensive as Photo Shop but can do everything you have listed.
