    I think it's a rain cover for the seat tube. And how well it'd work as one, too! Still.... I can only imagine how it'd look to stick that in your messenger bag and have it pressed up against the side of the canvas. Don't think they're the type to care, tho. =)

    A condom would make a better rain cover, and much lighter and easier to carry.
