Seriously- will they fit over my calves? I mean they are bigger around than Scarlett O'Hara's mythical 17 inch waist.

Call TE, they are very helpful with sizing questions. If you have a particular brand and size in mind, they'll measure it, and if you don't, they'll suggest some for you.

A lot of cycling tights have zippers at the ankle so it shouldn't be a problem.
