It varies widely by brand. I think you'd have better luck if you go for ones that don't advertise themselves as "compression" tights. Those tend to be less stretchy than just tight.

Call TE, they are very helpful with sizing questions. If you have a particular brand and size in mind, they'll measure it, and if you don't, they'll suggest some for you.

A lot of cycling tights have zippers at the ankle so it shouldn't be a problem.
