I wear Shebeest windfront tights with regular padded knickers under. If you don't have knickers you can also wear kneewarmers under your tights . . . or all three. :D Just try not to get too bound up with layers.
Edit: check out the new version with a reflective stripe.
PS - Pay attention to the leg length as measured by the TE staff. They knows what theys talking about.

PI AmFibs - windproof front, breathable back. I'll OVERHEAT in these in anything above 40.
I wear a pair of wool tights.
Depends how far below 40 & how much wind. Down to mid-thirties, I don't like to layer at all & prefer a tight with a built-in chamois (Etxe Ondo). Below 35 down to just below freezing, or mid-thirties with nasty wind-chill, same thing but I want the tight to be a bib with a wind-stopper front (Gore or Assos). Seriously below freezing & I want fleeced bib-knickers (Assos is the only maker I know of), and fleeced tights over the knickers (Shebeest wind-pro, or Sugoi sub-zero). I have learned with layering bottoms in really cold weather that it is much more comfortable to have only one waistband, and to not have that waistband against your skin, which is why I prefer the underlayer to be a bib style. That works for me.
I have some Sugois with fleece inside, lycra outside, heavy weight.
Colder than 30, I go for tights plus goretex pants for wind.
I also wear Pearl Izumi Amfib tights for temps below 40. As was already mentioned I start to overheat in them above 40. For temps around 40 I wear Under Armour Frosty Tights.
UnderArmor unpadded shorts, Ibex wool long underwear, Rivendell MUSA pants.
With those three layers I'm pretty happy in cooler temps.
with tights and knickers, i'm apt to wear wool kneesocks too
and booties :D the kneesocks are great because if you get too hot you can roll them down.
I wear Amfib tights too (very happy with them) and go straight to ankle length leg warmers when the Amfibs are too warm.
I've gone into the upper 20's with Boure's thermo tight (light fleece lining)

I have a pair of Terry thermal tights that work wonderfully in temps below 40F.
I also own a pair of heavyweight Ibex wool tights that have a windblocker facing on the front. Don't know the model name---I got them online from a ski shop that was clearing out a few odds and ends.
About a week ago we had a windy day in the mid-20s; I combined the Ibex tights with a pair of light Smartwool bottoms underneath. Perfectly toasty!
I have three different tights: Shebeest Windpro, Sugoi Subzero and Sugoi Helix. Despite being the thinnest and cheapest of the lot, the Helix are my favorite, no matter the temperature. Above 40, I wear shorts under them. Below, I wear knickers. I've gotten either too cold (the Windpros) or chafed (the Subzero's have a seam in the crotch that bothers me) with the others.
I wear PI thermafleece tights for cold weather. The Amfib tights are nicer (with a wind shield on the front) I've just never forked out the cash for them

Performance triflex tights. VERY warm. The only problem is that they're not very stretchy, so if they fit you very tightly they might be a little restrictive.
