I've sewed 1-2 tops (non-cycling) with a slight pepulum.
For a cycling jacket, for myself, I wouldn't buy a jacket with a peplum because I just don't want air blowing up the back of me while cycling at a moderate clip. A cycling jacket is meant (to me) to be practical.
But yes, I would wear a peplum for fashion on a non-cycling jacket.
I think peplum's are an awkward garment cut because not all women would feel comfortable with a peplum, depending on whether or not they are happy with their body shape.

I like peplums, but they have to be cut a certain way, without too much flair and poofiness. I had a "fancier" dress, I bought, maybe 25 years ago, when I still lived in AZ. It was pink, silky material, with a brocade pattern and a peplum. I had that dress for at least ten years. My younger son always would beg me to "wear the pink dress," as he liked to flick and bounce the peplum!
