I wear knee warmers if there's no left-over frost and no wind, if there is wind I wear "normal" non-bike leggings made from thick tee-shiort material.
If its rainy or frosty I wear some fleece lined long legged bibs we picked up on Pro-bike Kit.
Of course, I don't have to ride in snowy conditions, but I find as long as my knees are warm, my legs are ok. (And I have plastic bags inside my shoes to save my toes :p )
Amfibs - also for running and cross-country skiing.

I recently picked up a pair of PI AmFib tights on Steep and Cheap. I wore them on my commute the other day at 25 degrees F (-3.8 C). Holy SMOKES...these things were GREAT. Heavier than both my PI Thermafleece tights and my Hincapie Super Roubaix bib tights, they were very comfortable for a really cold ride. They seem to be a bit shorter in length than the other PI's but not as short as the Hincapie's (my major knock against an otherwise great pair of tights). The windproof front, breathable back was just what I needed to convince me to ride when it was that cold out!
I really like my Sugoi Subzero tights. Very warm and weather resistant down to the teens. The Midzero tights are nice too, for temps above maybe 35 (on bike -- good for somewhat colder temps running).
In the 30's Ibex wool, wind block pants. I wear them for x country skiing and snow shoeing, too (with long underwear when it's really cold). Sometime I wear my knee length wool ski socks instead of regular wool cycling socks.
In the 40's I have a pair of Hind fleece lined tights that are great. I don't think they make them anymore. I usually start wearing them when it's in the low fifties. Between 50 and 65 I wear knee or leg warmers.
Living geographically near you..i wear the PI ultra therma-fleece tights and the Performance Tri-flex tights. The tri-flex have more of a wind protection on them, and they remind me of wearing like a rubber suit or something..but they are warm. I had to order a larger size than normal in those d/t the fit, as they are tight as roadie gal mentioned-(then I debated if I should've still ordered another size larger than that). The ultra therma fleece's are nice and warm too and I use them on less windier days.
I also like the amfib or gavia PI tights. I have 3 pairs of amfib bibs and one of the gavia bibs which helped me survive communiting all last winter and hopefully next winter. Watch Nashbar.com returns section for good prices. I have seen a few in the last couple of weeks for sale reasonably. Also I recommend ordering by phone to make sure the product is still available AND pay by check. They have a habit of overcharging credit cards. Happy riding.
