Let's assume mid-grade (105-ish?) components.
How much is a frame worth?
MSRP on the frame is $420, and they can be found new for $400.
The Surly "build up" of this bike is $930 MSRP and can be had for $900 new.
The components on the stock build up are:

For a Surly build with that many miles, I would probably pay up to about $700. However, it has different bars, and may have different components. The cost for a Crosscheck is similar, and I paid just under a thousand for mine on ebay slightly used. HOWEVER, it had better cranks, shifters, derailleurs, wheels, a generator hub, bars, etc...It was at least a $1500 build up.
One more thing - unless they've advertised that one elsewhere, they likely won't get too many hits since you don't find it if you search for Surly....

Surly's seem pretty nifty and I've been toying with looking at a Crosscheck, if and when my cat stops making vet visits and lets me re-coup the cash I had set aside for my new bike...
I absolutely love my cross check! It's the bike I ride most often, and it's truly very comfortable. Most of my riding on it has been road....it doesn't mind:)
What kind of bars are those? Is that mustache bars? It looks like a really nice bike. Go check it out. You can always offer less.

(I've been thinking about putting moustache bars on my Surly CC. Cuz I just *can't* leave well enough alone... sigh.)
Really liked riding Trek's mixte with the moustache bars, very comfy cruisin' and commutin' bars.
I'd offer $600-$700 and see what they say.
