Do you have a kayaking or diving or surf shop near you? They might be the best resource for wetsuit mods.
When it's something involving sharp implements and expensive objects that I could ruin, I call in the professionals! :D
If your wetsuit sleeves end with a raw unfinished edge, then I think cutting is fine. I've cut and glued wetsuit material with no problems.
Don't know about arms, but I cut the legs shorter on my long john. I'm just too short for even the short version. I just took my nice sewing scissors and trimmed a little away. Not a perfect cut, but if you're head is that close to my ankles- you're probably in danger of getting kicked.
I'd say go for it.
Most of the wetsuits I have seen have a raw edge. They get trimmed all the time.
