Does a higher degree of float allow for easier release?
Not necessarily. Float is how much free movement you have before you hit the release point. It can still be hard to release once you hit that point.
There are some (like Speedplay Frogs) that have tons of float and zero-pressure release. You essentially just "float" your way right out of them. In that case float is sort of related to easy release, but it's a different kettle of fish from most pedals.
Lots of pedals let you adjust all that to suit your preferences.

It's my understanding, too, that regardless of float, most pedal systems allow you to loosen the tension to allow for an easier release.
