Am looking into getting a cycling vest:

Windproof
At least water resistant
Breathable
Folds into a compact package
Pockets
Cycling flap or longer in the back
Relatively light

What have you all been using and really liking?

I have a mountain hardwear Ghost vest, I think. I like it fine, but I can't say it's ever really been put to the test.

And as a disclaimer, I think I paid $10 for it as a return at an LL Bean Outlet, so I can't say if it's worth whatever it sells for, either. I don't know if I'm in the position that I'd need to pay for a nice vest, otherwise.

Pearl Izumi Optik. It doesn't have any pockets (except the tiny one to fold it into), but it meets your other criteria.

I'm not sure that they still make it though :( Fortunately, I stockpiled a few from closeout websites.

I have a Sugoi vest, screaming ugly green, with 2 huge back pockets, full zip, longer in the back. I got it here on TE and it is much better than the previous vest I had that always rode up. It is not waterproof, maybe slightly water resistant, but I don't intentionally ride in the rain. It packs up really small, too.
